Refreshing Red Curbs in Outpost Estates: Why It Matters

Outpost Neighborhood Association (ONA) is actively working with Los Angeles City Council District 4 and the Los Angeles Department of Transportation (LADOT) to advocate for refreshing faded red curbs throughout Outpost Estates.

Many of the red curbs in the neighborhood are chipped, faded, and difficult to see, which not only looks unkempt but also contributes to unsafe parking behaviors on our narrow hillside streets.

🚑 Safety First—Especially in the Hills

Outpost Estates streets are small, steep, and winding. When cars park too close to intersections or on both sides of the street:

  • 🚗 Traffic backs up quickly

  • 🚒 Emergency vehicles may not be able to pass

  • ⚠️ Blind corners become more dangerous

These issues are significantly worse during Hollywood Bowl events, when cut-through traffic increases on Outpost Drive and surrounding side streets like La Presa and Castilian.

Clear, visible red curbs help prevent illegal parking and keep intersections open for safety and emergency access.


📏 New California Law: 20 Feet of Daylighting

As of January 1, 2026, California law now prohibits parking within 20 feet of an intersection (often referred to as “daylighting”). This law carries a $93 fine in the City of Los Angeles and applies citywide and is especially important in hillside neighborhoods like ours. More information about this new law here.

Refreshing red curbs—particularly near intersections—helps:

  • Reinforce the new law visually

  • Reduce confusion for drivers

  • Improve sightlines for pedestrians and vehicles


🏛️ What Outpost Neighborhood Association (ONA) Is Doing

ONA is:

  • Working with Council District 4 and LADOT to identify the most faded red curbs, starting with Outpost Drive (Franklin ↔ Mulholland) and key side streets

  • Advocating for red curb repainting as both a safety and neighborhood beautification measure

  • Advocating for additional red curbs to ensure parking is prohibited within 20 feet of all Outpost Estates intersections so it is super clear to people

  • Exploring options such as targeted 311 requests for the most worn locations

Important to Know

  • Red curbs must be painted by City crews or authorized contractors

  • Neighborhood volunteers cannot repaint curbs due to liability and City asset-tracking rules

  • Repainting typically occurs when curbs are significantly faded, so documenting the worst areas matters
