Dockless Scooters & Bikes in Outpost Estates: What to Do When They Block Our Streets & Sidewalks

Outpost Estates has seen an increase in dockless scooters and bikes—especially Lime—being left on streets, sidewalks, and driveways throughout the neighborhood. On our narrow, winding hillside roads, this creates real safety concerns for drivers, pedestrians, and emergency vehicles.

Scooters and bikes are often:

  • 🚧 Left in travel lanes

  • 🚪 Blocking driveways

  • 🚶 Blocking sidewalks

  • ⚠️ Abandoned on narrow streets with limited visibility

While scooters and bikes can be a good alternative to driving, they must be parked responsibly and not interfere with others’ ability to safely use the public right-of-way.

✅ The Good News: MyLA311 Works

Los Angeles Department of Transportation (LADOT) confirmed that the fastest way to fix a blocked scooter or bike is through the MyLA311 system. Once a 311 request is submitted, scooter companies have 2 hours to fix the issue. Violations are tracked, companies are fined, and repeat problems can lead to service suspension.

📲 How to Report a Blocked Scooter or Bike

  1. Go to MyLA311 (website or app)

  2. Select:
    All Service Requests → Public Right of Way Complaints → Dockless Mobility Enforcement

  3. Choose the appropriate violation and submit


🏙️ City Rules Already Require This

Under LA’s On-Demand Mobility Rules, scooter companies must ensure devices:

  • Are parked upright

  • 🚫 Do not block sidewalks, streets, or driveways

  • Are removed promptly when reported
